Some Analyses do not Hit the Query Cache in OAC/OAS (Doc ID 2773572.1)

Symptoms

Cache is enabled in the OAC system (Console > System Settings > Performance and Compatibility > Cache Enabled).
Some reports are seeding the cache on the first execution but are not hitting the cache on subsequent executions.
This issue is only encountered by some (not all) reports, resulting in poor report performance.
It is observed that every time the reports are executed, the Logical SQL includes SET VARIABLE OBIS_REFRESH_CACHE=1 so the OBIS cache is never hit.
