ACTUAL BEHAVIOR

Balance Forward Billing Program is not sending emails to customer contact's email addresses.
Customer contacts set up is already in place.
Create Balance Forward Bills Doesn't spawn Deliver Balance Forward Bills to deliver emails
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Set up Balance Forward Billing
- Make the Customer's BFB enabled
- Set up Receivables System Options for Email Delivery
- Set Preferred Delivery Method to Email for Email Delivery
- Run the job Create Balance Forward Bills
