Fusion Global Payroll: Personal Payment Method Reorder Not Working

After 21A update, the tip message on the Reorder button says "Payment methods can't be reordered unless they share both the same start and end dates.". However, when adding 2 Personal Payment Methods (PPM) with same start and end dates, the Reorder button is still greyed out (disabled). Not able to reorder any PPM at all.
