Symptoms
On : 11.13.21.01.0 version, Setup and Configuration
When attempting to add TOKEN_PAY_URL parameter, getting the following error occurs.

A record with this combination already exists
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Payment System task
2. Query and open Cybersource payment system
3. Delete TOKEN_PAY_URL under Tokenization Payment System Settings section
4. Try to recreate TOKEN_PAY_URL and get the error mentioned
