OCI Identity Cloud Service (IDCS) - Stream Level Access via Streampool - Cannot Create a Consumer Group (Doc ID 2775792.1)

Goal

When creating a user with access to a specific stream, the user cannot create a consumer group.

This is happening even though it should be allowed based on the existing policies.

Note: The group is not an ordinary IAM group but a Kafka one.

For this, a consumer application is used which accesses the user in order to consume messages from the Kafka stream.
This user and application can consume messages from a single topic partition but not from all partitions.

A consumer application uses this user to consume messages from the Kafka topic (stream). It can consume messages from a single topic partition but not from all partitions.
