How to restrict image attachments for items based on the number attachments?

Example: If a single attachment is added to the item, then the System should allow only one attachment category AC1.

If another attachment category is selected, the system will throw an error

if more attachments are added in the then after AC1, remaining should be uploaded as AC2, AC3 …So on.
