Symptoms
When going to Manage Approvals on a PO prior to submission, the following error is observed:

The limit on the number of rules fired was reached. The limit was 10,000. at line 303 column 3 in /Ruleset(DocumentApprovalRulesBase)/Function(UNIFIED_DECISION_FUNCTION)/Action[14]
After the PO is submitted, it does not appear to be going for approval.
When drilling into Pending Approval, the following error is observed:

Steps to Reproduce:
1. Create PO
2. Go to Manage Approvals
3. Error
4. Submit PO
5. Wait for PO to Process
6. PO Stuck in Pending Approval
7. Drill into Pending Approval
8. Error
