Issues in Unprocessed Costs that are stucked

There are Unprocessed costs stucked and the user cannot import/delete them.

The issues are coming from time and labor source for multiple Business Units but the problem is the same.

For EI BU has a user that has 88 unprocessed days, since 2nd of January 2020 until 1st of May 2020. the user in case is a former employee from EA BU who was transferred in EI BU in 16 December 2019.

His account was set initially with an incorrect date and this had to be changed. In order to change the transfer date, the only available option was to delete his initial account in EI BU (his time cards were deleted as well)
and create again a new account for EI BU

After the account for EI BU was created, his time cards were created again and submitted for approval.

In Manage Project Costs appears one net zero transaction with + and one normal transaction with + .

In the Unprocessed Costs screen appears only net zero transactions with (-).

In this situation we have two more users on CM BU. The users have two unprocessed transactions in 30 and 31 March ( please see the print screens attached).

The user wants to remove the unprocessed costs taking into consideration that they cannot delete them.

STEPS

The issue can be reproduced at will with the following steps:
1. Create timecard in for user with incorrect dates
2. Import project cost for OTL
3. Delete user - timecard were deleted also
4. Create a new user and create timecards
5 Import project cost for OTL
6. In Manage Project Costs appears one net zero transaction with + and one normal transaction with + .
7. In the Unprocessed Costs screen appears only net zero transactions with (-).
