How Rest API 'Get all expense resource assignments for all the tasks of a project' work for others who are not project Manager of the project ? (Doc ID 2777577.1)

On : 11.13.20.10.0 version, Webservices, Rest APIs and Integration

Using the following REST Service:

/fscmRestApi/resources/11.13.18.05/projectPlans/{ProjectId}/child/TaskExpenseResourceAssignments

When trying to Get all expense resource assignments for all the tasks of a project where User is not the Project Manager of the project .
Get the following error :

Error Status= 404 Not Found

If we try same REST API call by another user, who is the Project Manager of the project , getting correct result:
How others who are not project Manager of the project can use this REST API to get the results ?
