Creating OCI Instance from Boot Volume Backup or Boot Volume Clone Resets the Contents of /etc/locale.conf

Symptoms
An OCI instance has a different locale than the default, for example:
$ cat /etc/locale.conf
LANG=pt_PT.utf8
A Boot Volume backup or Boot Volume Clone of the instance's boot volume is performed and used to create a new instance.
Upon creation and after logging in to the new instance, the contents of /etc/locale.conf have been replaced:
$ cat /etc/locale.conf
LANG=en_US.utf8
This change does not happen if the instance is restarted, or stopped and then started.
