Symptoms

Compare Standard Costs screen, Export to excel is not working 

Within the Compare Standard Costs screen, once user gets the results,
export to excel is executed and sometimes users find the Excel file is opened
with no data (empty) or find it is only exporting the header data.

Due to this issue, export is not stable and users have to try several times.
 
Steps To Reproduce
1. Supply Chain Execution > Cost Accounting
2. Tasks : Compare Standard Costs
3. Search and get results in UI
4. Click on Export to Excel
5. Sometimes data is exported, other times the file is empty
