"Error User Push" When Attempting to Update Project/Shells From Shell Template (Doc ID 2778489.1)

Symptoms

When attempting to use the 'Update Shells' functionality to push users from Shell Templates, the update job starts and finishes successfully. However, users are not pushed out to the Shells and the Update History event shows the following error:

  Error User Push.
  Error Code: <error code>

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Login as an Administrator user.
  2. Company Workspace -> Templates -> Shells -> Template
  3. User Administration -> Users -> Update Shells.
  4. Select All Shells.
