Qn1:On : 11.13.21.01.0 version, Define Project Plan & Schedule

Is it possible for a non HCM Person to update the Task Progress in Project Execution Management ?

Access to Task progress for Third Party Vendor.
The project activities are completed by Third party Supplier.
Third party supplier are not defined in HCM person.
 
Qn2:I am able to update the progress now, but while creating the enterprise resource if I enable request user account then I am able to use that user account to assign to task.

Is it possible to create first the user account and then assign to enterprise resource (Non HCM Person)?
