PRC:PO: How to Prevent Users from Being Able to Change Line Descriptions on POs?

Symptoms
Cannot prevent users from changing the line description on Purchase Orders (PO). This functionality is available in EBS.
Tried these steps/setups to try to restrict users from changing PO line descriptions, but users are still able to change PO line descriptions:
1. Configure Procurement Business Function - uncheck "Allow item description update"
2. Item Level > Item revision > Specifications > Allow Purchasing Document description update defaults to yes> grayed out and cannot be changed to no
