ACTUAL BEHAVIOR

Project Budget Stuck in Submitted Status

EXPECTED BEHAVIOR

Project Budget should go Approved

STEPS

The issue can be reproduced at will with the following steps:
1. Create budget version - Submit
2. Approve by another user
3. Another budget version should be created
