Why The Project Workflow Notification Template Change Not Taking Effect Imediatelly? (Doc ID 2779285.1)

Goal

1)Trying to change "FinancialPlanVersionApprovalTemplate" under Shared Folders/Projects/Workflow Notifications/Project Control, but its seeded, so can not directly change it.
2)Copied this template to Shared Folders/Custom/Projects/Workflow Notifications/Project Control, able to update it, added "Project Number" filed, run it and able to see the project number in report.
3)Also noticed Original template report showed the updated content. But when creating new project budget approval, the new template is not taking effect, still using old template.
4)Tried remove seeded layout and only leave the new layout in template report, still not picking up when budget approval created. (Original, changed old layout name and named new layout to default layout name in above steps, but both methods failed to take effect )

Please help to see how to make it take effect, we are missing something here.
