Information in this document applies to any platform.
Instance does not boot up successfully. It may be stuck in a reboot loop; complain it can't find the boot disk; or boot to a recovery screen. This can be observed by creating an OCI VNC console connection to the instance.
Newly created instance from a custom image that was imported from an external source such as another cloud platform or physical machine.
