Delete Item Expense (XItemExpensesDel) Fails And Does Not Delete Item Expense (Doc ID 2779434.1)

Symptoms

RIB Message to delete an Item Expense, xitemexpensesdel, does not delete expenses as it fails with error in RMS RIB Hospital:

Error: javax.ejb.EJBException: Error while calling Injector Service.: Exception calling plsql inject. Error from {call RMSSUB_XITEM.CONSUME(?,?,?,?)}: [E] Error ORA-06502: PL/SQL: numeric or value error: character to number conversion error returned by program unit CORESVC_ITEM.EXEC_IEXP_HEAD_DEL.

Steps to Reproduce:
1. Send a RIB-Ext Message with family: XItem and type: XItemExpensesDel to RIB-RMS.
2. Notice it failed in RIB Hospital with error listed above.
