Symptoms

We are having some issues when we tried to move a manager to another organization, this manager move to another place so we need to move it to the new organization and assing the new manager. When we tried the following error seen:

           "You must move all directs and child organizations of the resource before updating its hierarchy. Use Resource Directory or Import Management to move reports. (HZ-120891)"

This is noticed after recent upgrade to 21A
