On : 11.13.21.01.0 version, Retirements and Reinstatements

Need to retire an asset in prior fiscal year but the system is giving an error that it must be current

There are a significant number of assets that need to be retired with a retirement date of 8/22/20 but the system is giving an error that the transaction date must be the current fiscal year.
