ACTUAL BEHAVIOR

Unable to Open and cancel CO stuck in scheduled status
EXPECTED BEHAVIOR
-----------------------
Expect to cancel the stuck ECOs
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Query Change Orders through Manage Change Orders
2) Try to open the CO
Users gets Blank Page
3) If User tried to cancel it via the Actions button on the Manage Change Orders page,
then they get Error cannot cancel because the CO does not have the required status like below
"This action cannot be performed because the selected record does not have the required status"
