Symptoms

When attempting to import requisitions the following error occurs for specific Requester

Error:
The requester must be an active worker with an active work relationship

What Works:
This requester can enter a requisition in manually 
 All other requesters are able to be loaded via the import process

Steps to Reproduce the Issue
Import requisitions is being called from an OIC process
