When attempting to create an Item based event in Project Billing,
the following error occurs.

ERROR

Amend the contract to correct the combination of item and unit of measure on the contract line to create this item based event. (PJB-2190846)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable the 21B opt-in for Item based billing
2. Create a manual event by providing the item details in Create Event page
3. Save
4. Error appears
