Customer Creation not restricted by user's set access

Symptoms
Customer creation by user should be based on Data access the user has.
The user has been given only access to Reference Data Set1 and BU1 but it is able to see Sites under Data Sets for which it doesn't has access to and it is also able to select BUs for which it shouldn't have access to.
