Symptoms
When attempting to run retroactive process, the following error occurs.

A system error ORA-20001: The employee doesn't have a calculation breakdown tax card assigned. Assign a calculation tax card for this employee. Details: The employee doesn't have a calculation breakdown tax card.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Run Retroactive process.
2. The error occurs.
