No Settlement Records In Fusion Payments For Credit Card Transactions (Doc ID 2782937.1)

Symptoms

On : 11.13.21.01.0, Submit Offline Transactions

Submit Offline Transactions ESS job was run to process settlement for previously authorized credit card transaction. No settlements were processed and sent to Cybersource.
ESS log shows there are no eligible settlements.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Cybersource integration for token creation
2. From Student Cloud, go to Store front and submit a course registration with credit card as payment method.
3. Card is authorized for course fee amount and receipt is created in receivables.
4. Run remittance batch in receivables. Receipt status is updated to Remitted
5. Run Submit Offline Transactions ESS job in Funds Capture. 
6. No settlement is processed

BUSINESS IMPACT

Due to this issue, users cannot add card and submit order
