ZDMCS Migration From DBCS To ADB Fails With PRGC-1015 (Doc ID 2783177.1)

Symptoms

During import initial load phase of migration failed with below error  

zdmcsdp-1-prod-1: 2021-06-07T09:21:20.013Z : starting Data Pump Import for database "D4xxxxxxxxxxxxxx_OPxxxxxxxxxxxx"
zdmcsdp-1-prod-1: 2021-06-07T09:21:20.014Z : running Oracle Data Pump job "ZDM_242_DP_IMPORT_8682" for database "D4xxxxxxxxxxxxx_OPxxxxxxxxxxxxxxxxx"
PRGC-1015 : failed to create an OBO token
(401, NotAuthenticated, false) Error happened calling the auth service service (opc-request-id: 394E89xxxxxxxxxxxxxxxxxx2/BC9Dxxxxxxxxxxxxxxxxxxxxx0/44FxxxxxxxxxxxxxxxxxxxxxC)
(401, NotAuthenticated, false) Date 'Mon, 07 Jun 2021 09:14:12 UTC' is not within allowed clock skew.
