Intercompany Provider/Receiver LOV Is Empty Or Shows Incorrect Values That The User Does Not Have Access To (Doc ID 2783273.1)

Symptoms

On : 11.13.21.04.0 version, Journals and Intercompany

ACTUAL BEHAVIOR
---------------
After assigning roles, DAS and create the IC Organizations the user was able to see LOVs for Providers and Receivers some days ago. Now the same used does not see any values in the Provider LOV
 
EXPECTED BEHAVIOR
-----------------------
If the user has all access and setting they should see the corresponding LOV values for the provider

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have IC Organizations created, assign roles and Data Access Set (DAS) to the user.

2. The user is able to see properly the Providers and Receivers as the access grants when trying to create IC batches.

3. Later on or several days after  the same user access again the Create IC batch and the Provider/Receiver LOV are empty or shows values that the user does not have access to.
