Symptoms

Problem Description:

During a candidate's Move to HR, instead of the candidate being identified as a duplicate and the job application going to HR - Error During Processing, the job application is moving forward into HR - Processing in Progress.

This results in a new pending worker being created, which causes an ex-employee record to have a new employee record.
