On : 11.13.21.04.0 version, Customer Billing (Transactions)

ACTUAL BEHAVIOR
---------------
After application of 21B, not able to void or cancel fiscal documents

EXPECTED BEHAVIOR
-----------------------
Should be able to void or cancel fiscal documents

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to void fiscal document
2. Verify that the lov is empty and not able to do so
