Symptoms
Opening a cancelled promotion, which was canceled the same day it started, fails with error:
"Error: End Time must be later than Start Time when Start Date and End Date are equal."
Steps to Reproduce:

1. Create a promotion and make it active.
2. Cancel the promotion offer same day it starts. Save & Close.
3. Open the canceled promotion offer.
4. Note it fails with error.
