Consignment Late Sales is inserting consignment items into stake_sku_loc after processing the sales.

Steps to recreate :

Create a stock count for a store at a Division level . Ensure there are some item_soh_soh entries for consignment items at this store.
Explode the stock count. Consignment items will not get exploded into stake_sku_loc table.
Process late sales for a few consignment items for this store in RMS. Date needs to be prior to the stock count date.
Observe consignment items are gets inserted into stake_Sku_loc which is not expected.
