Symptoms
When attempting to import data into a period in ARCS, the job fails with the following error.

MISSING RATES
The following Summary Reconciliations are missing rate types. Fix the missing rate types.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select Navigator->Periods
2. Locate period <period_name>.
3. Click on its Actions (ellipsis icon) button and select Import Data option from the pop up menu.
