New Life event does not ask for certificates which were deleted and voided in earlier life event

Example scenario:

Benefit program and plans were configured with certificate types like EOI, Birth, Adoption etc as required to be provided.
Employee enrolls into say life supplemental plans, coverage goes into suspended mode until certificates are provided by employee and approved by benefits administrator.
Employee Submits the certificate by attaching it through pending action link or by going into documents of records and attaching.
Benefit administrator voided the Life event and deleted that uploaded certificate type from Document of records for that employee.
Benefit administrator re-process a new Life event (any) and initiate the requirement of certificate by enrolling into those plans, it says the certificate is submitted and pending for approval only, where as expectation is employee needs to resubmit the certificate.
