Symptoms
On : 11.13.21.04.0 version, .Manage Compensation
When attempting to add the ICP
the following error occurs.

"You must enter a value"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect as employee
2. Navigate to Manage Personal Contributions
3. Enter date in 'When' section and press continue
4. Select plan and plan option
5. Enter start date
6. Error is triggered
