Inventory Vauation Report Shows "No Data Found" After Upgrade (Doc ID 2789024.1)

Symptoms

Inventory Valuation Report is completing successfully
but is not showing any data. The report output shows:
No Data Found

Expected Behavior
The inventory valuation report would display inventory
valuation of items.

Steps
The issue can be reproduced at will with the following steps:
1. Navigate to Tools > Scheduled Processes
2. Submit new process.
3. Select "Inventory Valuation Report"
4. Provide the parameters Cost Org, Cost Book, Ledger, Currency, As-of Date, Valuation Type
