Symptoms
Scenario explained below has one Network with 2 legs, one leg with the Ground Schedule and another leg to allow planning without Ground Schedule
01. 21 Orders (with varying weight, volume ship unit) are bulk planned
02. 19 Orders get planned on to a ground schedule shipment & exhausts the capacity of the associated equipment group(So far so good)
03. Remaining 2 order movements fail
Expectation is that these 2 orders should get planned on to regular shipment
