Symptoms

ACTUAL BEHAVIOR
---------------

When performing redline delete of Reference Designator via redlineItemStructure/redlineItemStructureBulk and when the component has not been redlined yet for the revision, the Reference Designator are getting deleted from previous version too.


EXPECTED BEHAVIOR
-----------------------
Change should affect only the new revision.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Item Structure
2. Define Reference Designator
3. Create a Engineering Change Order
4. Invoke Webservice- ProductDesignChangeOrderService and Method: redlineItemStructure to Create Redline
