P6 Shows "Not Responding" for Several Minutes When Assigning a Baseline

Information in this document applies to any platform.
The P6 Professional application (both desktop and PVD) hangs and shows Not Responding... for multiple minutes when the user attempts to assign a baseline.
The baseline should be assigned within a few seconds.
This issue can be reproduced at will using the following steps:
- In P6 Pro, open a project.
- Click Project > Assign Baselines... in the menu.
- In the Project Baseline drop-down list, select a project.
- Click OK.
- Observe the reported behavior.
