Bursting Query Not Working - Log Shows: Requested layout null not found: (Doc ID 2791953.1)

Symptoms

Schedule a Bursting report it produces XML output and a log but no file is delivered to FTP.

The Schedule job log shows that the engine cannot find the template, exact message is:

[052721_143802954][oracle.xdo.servlet.ReportContextImplV2][STATEMENT] Requested layout null not found: burstingv1

Tested the FTP connection and it works when manually running the report and sending the output to FTP without bursting - this confirms that FTP server/username and the report itself work fine.

Ran the Bursting query through a Data Model SQL and it runs successfully.

The report template is RTF (Etext) burstingv1, and it produces output when run manually.
