Symptoms

ACTUAL BEHAVIOR
---------------
Change Orders cannot be accessed



EXPECTED BEHAVIOR
-----------------------
Users should be able to view the Change Orders, Move Change Lines or Cancel the order



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Search on the Change Order and see that it is at Approval status
2) Select the line and Click Actions>Cancel and receive a permissions error
3) Expand the items under the Change Order, select one and click Move Change Lines
4) After minutes of processing, nothing happens
5) Click on the Change Order number and see a blank screen
