"User not authorized to fetch the list of workflows" error while registering workflow. (Doc ID 2793178.1)

Symptoms

On : 21.6.1 version, Sites Cloud Service

- Configured OIC Integration.

- Login to OCM.  Navigate to Content->Content Workflows.  Click on Register to register a new workflow.  Below error is seen in UI.

               "User not authorized to fetch the list of workflows"

-  OCM User has all the required roles to register the workflows.
