Error Message In Email Notifications In All FYI Goal Management Notifications

When an employee/manager gets notified through email, the email notification has an error message and there is no link available to click.

EXPECTED BEHAVIOR

The notifications should have a link and should not show an error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Some action on a goal takes place to trigger FYI notification to an employee (i.e. HR Specialist deletes an employee's performance goal)
2. Notification sent to employee's email > Employee opens an email
3. Error message and no link available in the email notification.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot click on the link to access the system and are getting an error message.
