Symptoms
New Hire Transactions (after converting from Pending Worker) fails.
These are pending workers imported from Taleo.
Issue started soon after 21B upgrade.
Issue is specific to Prod Environment and not replicated in TEST.
Workaround is to terminate transaction and use quick convert.

STEPS

The issue can be reproduced at will with the following steps:
1. Login as HR user
2. Navigate My Client Groups > New Person > New Person Dashboard
3. Select Pending Workers
4. Actions > Convert
5. Go to Tools > Transaction Console and see transactions fail after sometime
