ARM Images After Import Switch To X86 Shapes and Instance Cannot Be Created

Symptoms
You have an ARM A1 shape in Sydney region and are importing ARM Amper VM.Standard.A1.Flex images to Melbourne. To perform the import, the instructions found at https://docs.oracle.com/en-us/iaas/Content/Compute/Tasks/imageimportexport.htm were followed. This resulted in the following observations:
- Supported shapes in image display ONLY x86 shapes like VM.Standard.E3.Flex.
- In the Custom Images list, the base image is not visible anymore.
- The base image is not visible in the console.
- It is possible to create an instance out of those images, but SSH is not responsive.
