Internal 500 Server Error While Creating DV Dataset After Migrating OBIEE 11g Content to Oracle Analytics Cloud

Symptoms
Migration issue. OBIEE 11g content is migrated to OAC.
User belongs to BIAuthor role is not able to create DV dataset. Getting 500 Internal Server when tried to create dataset.
The log file shows the following message:

Adding DV Content Author, BI Content Author did not resolve the issue.
User is able to create dataset only, if the user is added to BIAdministrator Role.
