Issue using custom action in the HR Helpdesk landing page

Implemented a custom landing page layout in the HR Helpdesk with a custom action.
The button can be seen only sometimes on the landing page. Other times is cannot be seen as active.

The landing page is filtered by job role. The action script has conditions to show an URL according to some data roles.
