When a User log into instance below Branding issues are observed

Issue #1: Springboard Background Image is NOT displayed. Expected to see Springboard Background Image.

Issue #2: Springboard Background Image is Visible Partially, Expected to see complete Springboard Background Image.

Issue #3: Springboard Background Image does not change when switching domains with Change Role
