Factor Value Does Not Accept '0' Entry (Doc ID 2800733.1)

Goal

Customer originally had a Tax so the value was set to 10%.  All Historical data is tied to this record.  The Tax should no longer be is applied, so going forward need to set the value to Zero '0'.

When trying to set the Factor Value to ZERO, we're getting "Factor Value is missing." error.
