Some APIs May Return "Item's row in primary table not found" Error (Doc ID 2801303.1)

Case 1: GET /ccadminui/v1/sites?type=touchpoint

One way to reproduce this issue is accessing Shipping Methods in Admin Console that causes error "Settings could not be loaded." on the page:

Reproducible Steps:

1. Go to Admin Console / Settings
2. Click Shipping Methods. Above error is displayed on the page.
3. Open browser debugger, following error may be seen at Network tab should have following entry

You may encounter similar issue with different error message.
